epocemx is a collection of Unix tools (including GCC) and libraries ported for EPOC R5 OS (ER5). EPOC R1-4 and R6 (Symbian OS) are not supported.

please also note that this epocemx's binary disribution differs from the original one modified instalation path (\Program Files\emx\ instead of \emx\) and modified emxconsole icon as well as the emxconsole launcher for the Extras panel

you can also try to build your own distribution: essential sources can be found here (please note, that the "modified" version is the one I've used to build a/m package), short HOWTO on how to change installation path can be read here; the EPOC C++ SDK is available free from Psion Teklogix (may require registration), or from here (cut-down version; in this case just copy directories SDK-inc/ and SDK-lib/ to the epocemx's folder and do not run the ./cfg-sdk script).
