вообще, говоря о тенденциях, впору задуматься над тем, что есть доверие к власти, и каковы его пределы? как сказал на прошлой неделе Том Уотсон, “forcing through the surveillance laws is a further erosion of political trust”, и вот хорошая цитата по этому поводу:

Lord Hope of Craighead in R (Jackson) v Attorney General case: It must never be forgotten that this rule, which is underpinned by what others have referred to as political reality, depends upon the legislature maintaining the trust of the electorate. In a democracy the need of the elected members to maintain this trust is a vitally important safeguard. The principle of parliamentary sovereignty which in the absence of higher authority, has been created by the common law is built upon the assumption that Parliament represents the people whom it exists to serve.

иными словами, суверенитет Парламента, главный конституационный прицнип Великобритании, созданный общим правом, будет оставаться неприкосновенным лишь до тех пор, пока сами принципы общего права — и доверие электората — не будут этим Парламентом попраны.
